MPs from the opposition claimed that the panel's report omitted the members' dissenting notes.
On Thursday, amidst a commotion, the Joint Committee of Parliament (JPC) presented its findings on the Waqf (Amendment) Bill, 2024.Medha Vishram Kulkarni, a BJP member and panelist, presented the Waqf (Amendment) Bill report to the Rajya Sabha.
The bill was tabled in the Lok Sabha by JPC chairman and BJP MP Jagadambika Pal after it was postponed until 2:00 pm due to anti-report sloganeering.
MPs from the opposition said that the JPC on the Waqf Bill is "biased" and "one-sided" in the Rajya Sabha, and that the panel's report omitted the dissenting remarks that the panel members had written.However, Kiren Rijiju, the Union Parliamentary Affairs Minister, denied the accusation.
Members of the opposition benches erupted after the report was tabulated, and Chairman Jagdeep Dhankhar adjourned the House for a short while.
Opposition MPs claimed that their dissenting remarks had been removed from the report when the House met again, and the government refuted the accusation. A walkout was then organized by the opposing members.
Numerous members have offered their dissenting opinions in the JPC report on the Waqf Board. Removing those notes and destroying our opinions is wrong. This is unacceptable and anti-democratic. Outside, stockholders were summoned, and statements were obtained. According to PTI, Congress president Mallikarjun Kharge declared, "I condemn any report that has been presented after deleting the dissent reports."
He went on to call it a "fake report" and said it ought to be retracted and returned to a committee.
"Such false reports will never be accepted by us. The report should be returned and re-presented if it has no dissenting opinions, Kharge stated.
Following the presentation of the JPC report on the Waqf bill, opposition MPs in the Lok Sabha staged a walkout.
Congress MP Gaurav Gogoi informed reporters that the members of parliament would be reading the 655-page report over the course of one night.
"Read the 655-page report one evening...We barely had time to voice our concerns. You will discover that there was no clause-by-clause discussion in the meeting minutes.All of us have participated in numerous JPCs, and while clause-by-clause discussion is crucial, it was omitted. Who is influencing the chairman's actions? We organized a walkout today in protest of this," he informed ANI.
According to AIMIM MP Asaduddin Owasi, the Waqf Bill violates Articles 14, 15, and 29 of the Constitution and is therefore unconstitutional.

Kiren Rijiju addresses accusations
Union Parliamentary Affairs Minister Kiren Rijiju, meanwhile, promised that the report includes the leaders' dissenting opinions and that it is incorrect to label it unlawful or unconstitutional.
In an interview with the media, Rijiju said that the annexure and the entire report had been provided to the House.
"The chairman has the authority to erase the dissent notes if they reflect doubt on the committee. According to the regulations, the chairman has this authority. Members can ask the chairman if they believe something should have remained in place.Calling the JPC report unlawful and unconstitutional is incorrect. The report belongs to the Parliament and is not the NDA's. Rijiju stated, as reported by PTI.
"All dissent reports are included in the report, which was tabled in the Rajya Sabha and will be tabled in the Lok Sabha," said the minister.
Amit Shah, the union home minister, stated that if the Joint Parliamentary Committee report includes the opposition's dissent notes, his party will have no objection.
"A few opposition members have expressed worry that their opinions have not been fully represented in the Waqf JPC report. On behalf of my party, I would like to state that anything might be added in light of the opposition's concerns.ANI reports that he stated, "My party has no objection."
Jagdambika Pal, a BJP MP and the chairman of the JPC on the Waqf (Amendment) Bill, questioned the opposition's decision to withdraw despite Shah's pledge.
"The Union Home Minister has stated that his party has no objections to including these dissent notes if the opposition has raised this issue (dissent notes note included in report)." "The dissent notes will be included," the Speaker remarked. This is similar to what the Speaker has instructed. Even after this, is it not improper to leave?" he asked ANI.
